The Mold Dilemma: What We Know About Mold, Health, and Responsibility at Home

Mold can turn a building problem into a medical question and a construction dispute surprisingly quickly.

A homeowner finds staining behind a cabinet or learns that water has been entering around a window. Someone in the family has developed respiratory symptoms. An inspector finds elevated mold spores. The builder sends another consultant who reaches a different conclusion. Before long, everyone involved is arguing about what the mold means, whether it is affecting anyone's health, how much work is necessary, and who should pay for it.

A recent Wall Street Journal article brought that conflict into national view. The story describes homeowners who attribute illnesses and major property losses to mold in relatively new homes, while builders and their experts challenge the testing, the proposed health connections, and the scope of repairs. In one case highlighted by the article, mold testing performed only days apart reportedly produced results of roughly 500 spores per cubic meter in one assessment and as high as 2.2 million spores per cubic meter in another.

Numbers that far apart naturally raise a question: How can two professionals look at the same home and come back with answers that appear to belong to different worlds?

The answer gets to the heart of what we think of as the mold dilemma.

There are important things that science already tells us about damp buildings, mold, and human health. There are other questions science cannot yet answer with the precision many homeowners, physicians, builders, insurers, and attorneys would like. And there is a third question - who caused the problem and who is responsible for correcting it - that cannot be answered by a laboratory result alone.

Understanding where those questions overlap, and where they do not, is a useful place to start.

Three Questions Are Often Being Asked at the Same Time

A mold dispute frequently combines three separate investigations:

1. What is happening in the building?

Is there active or historic water intrusion? Is there abnormal mold growth? What materials are affected? Is the source a roof, window, plumbing leak, HVAC condition, condensation, drainage problem, construction moisture, or something else?

2. What could the condition mean for health?

What health effects are well established for damp or mold-affected environments? How might susceptibility vary from one person to another? Does an individual need medical evaluation?

3. Who is responsible?

Was there a design or construction defect? Did a component fail? Was maintenance delayed? Did indoor humidity remain too high? Did more than one factor contribute?

Those questions use some of the same evidence, but they are not interchangeable. A mold spore count cannot determine legal responsibility. A medical diagnosis cannot identify which window detail allowed rain into a wall. And an environmental inspector cannot diagnose the cause of a person's symptoms.

Problems become harder to solve when a single test or observation is expected to answer all three.

What Science Does Tell Us About Mold and Health

There is more agreement about the core health effects of damp and moldy environments than the public debate sometimes suggests.

The Centers for Disease Control and Prevention states that exposure to damp and moldy environments can produce health effects in some people and none in others. Reported effects include nasal and throat irritation, coughing, wheezing, eye irritation, skin reactions, and more serious reactions in susceptible people. The CDC also cites established evidence linking indoor mold exposure with upper respiratory symptoms, cough and wheeze, asthma symptoms in people who have asthma, and hypersensitivity pneumonitis in susceptible individuals.

The CDC's National Institute for Occupational Safety and Health similarly notes associations between damp buildings and respiratory symptoms, respiratory infections, development or worsening of asthma, hypersensitivity pneumonitis, allergic rhinitis, and eczema.

The World Health Organization's guidelines on indoor dampness and mold reached a similar overall conclusion: persistent dampness and microbial growth indoors are conditions that should be prevented or corrected because of their association with adverse health effects.

A 2024 systematic review prepared for European Academy of Allergy and Clinical Immunology environmental guidelines also found evidence connecting indoor dampness and mold exposure with asthma-related outcomes. The strength of evidence varied by outcome and pollutant, which is an important reminder that "mold exposure" is not one uniform condition.

Individual response matters

Two people can spend time in the same building and respond differently. Allergies, asthma, immune status, underlying lung disease, genetics, age, duration of exposure, and the nature of the environment can all influence the response.

That variability can be frustrating when a family is trying to understand why one person feels noticeably worse in a building while another person seems unaffected. It is nevertheless consistent with what public-health agencies describe.

For a homeowner, the practical point is straightforward: a lack of symptoms in one person does not establish that the building is dry or free of abnormal mold growth. Symptoms in another person do not, by themselves, identify the source or extent of the environmental problem.

Where the Health Evidence Becomes Less Certain

The questions get harder as they become more specific.

There is no universally accepted airborne mold-spore concentration that separates a "safe" home from an "unsafe" one. The EPA states that federal standards or threshold limit values have not been established for airborne concentrations of mold or mold spores. NIOSH likewise states that there are no health-based indoor-air standards for mold.

Science also has a much harder time answering questions such as:

What exact dose caused a particular person's symptoms?
Which organism or mold-related compound was responsible?
How important was the duration or timing of exposure?
What role did other indoor-air contaminants or medical conditions play?
Can a particular set of nonspecific systemic symptoms be attributed to mold with confidence?

This last area is especially contentious.

Some patients and clinicians use the term mold-related illness to describe broader patterns of symptoms associated with exposure to water-damaged buildings. Physicians who specialize in environmentally acquired illness may also diagnose and treat chronic inflammatory response syndrome (CIRS), a multisystem clinical framework in which exposure to water-damaged buildings can be an important part of the patient history. Key point: Scientific uncertainty about a precise health threshold does not make uncontrolled moisture or indoor mold growth a normal building condition. A building can warrant investigation and correction even when no environmental test can predict exactly how every occupant will respond.

Why One Mold Test Cannot Settle the Issue

The enormous difference between the two spore counts described in the Wall Street Journal article is dramatic, but a number without its sampling context tells us surprisingly little.

An air sample represents what passed through a sampling device at a specific place during a short period of time. Results can change with:

the room or area selected for sampling;
whether doors or windows were open;
HVAC operation;
air movement and recent activity;
disturbance of contaminated material;
recent cleaning;
indoor humidity;
outdoor mold conditions;
the location and size of a hidden reservoir;
the sampling and laboratory method used.

NIOSH cautions that very short-term mold sampling may not represent actual exposure and that spore concentrations cannot simply be translated into an individual health risk. The EPA likewise notes that there is no federal airborne mold standard against which a sample can be declared compliant or noncompliant.

That does not mean environmental sampling has no value.

Sampling can be very useful when it is tied to a specific investigative question. It can help compare indoor conditions with outdoor background levels, identify patterns that support a suspected source, characterize visible growth, investigate an area that cannot be directly observed, or document conditions before and after corrective work.

The important distinction is between sampling as evidence and sampling as a verdict.

Why Newer Homes Can Still Develop Serious Moisture Problems

A new home can have a moisture problem long before it looks like an old or neglected home.

Today's houses are generally built with better insulation, more deliberate air sealing, and higher expectations for energy performance. Those improvements can make homes more comfortable and efficient. They also make correct moisture management more important.

The U.S. Department of Energy's building-science guidance describes moisture control as critical in airtight, well-insulated homes. A wall assembly must manage rainwater, air movement, water vapor, and its ability to dry. The right approach also varies by climate.

A small construction error can therefore have consequences that remain hidden for months or years. Common examples include:

poorly flashed windows or doors;
roof or wall penetrations that allow water entry;
improperly integrated weather-resistive barriers;
wet lumber, sheathing, or other materials enclosed during construction;
HVAC equipment that does not control indoor humidity effectively;
inadequate ventilation;
condensation on cool surfaces or inside assemblies;
drainage or grading that directs water toward the building;
plumbing leaks inside finished walls.

The important issue is not the age of the house. Mold needs moisture and a food source. Modern construction contains plenty of materials that can support mold growth when they remain wet. If moisture reaches those materials and cannot dry adequately, a new home can develop a significant problem.

Energy Efficiency, LEED, and the Political Argument

Discussions about mold in newer homes sometimes turn into arguments about energy policy. Comments surrounding stories like the recent Wall Street Journal article have blamed tighter homes on green-building standards, LEED, EPA programs, or policies associated with particular presidential administrations.

That framing combines several different things.

LEED is a building rating and certification system administered by the U.S. Green Building Council. It is not an EPA residential construction mandate. The EPA's Indoor AirPlus program is voluntary and specifically includes moisture-control and HVAC requirements intended to improve indoor air quality. Department of Energy building-science guidance, meanwhile, addresses airtightness and moisture control as parts of the same high-performance building strategy.

Air sealing itself can improve energy performance, comfort, indoor air quality, and durability when the building is designed and constructed correctly. The challenge is that a tighter, well-insulated building needs a deliberate way to control bulk water, vapor, humidity, ventilation, and drying.

For an individual homeowner, the more useful questions are practical ones:

Was the wall or roof assembly appropriate for the climate? Were windows and penetrations flashed correctly? Were wet materials enclosed? Is the HVAC system controlling temperature and humidity as intended? Is ventilation adequate? Can the assembly dry when moisture gets into it?

Those questions can be investigated. Assigning a broad political cause usually cannot tell us why one particular wall is wet.

Who Is Responsible? Follow the Moisture

When mold is discovered, people understandably want to know who caused it.

The most useful first step is often to postpone that conclusion long enough to understand the moisture pathway.

A mold condition in a home might trace back to:

a design detail;
installation or workmanship;
a roof, window, siding, or plumbing failure;
HVAC sizing, installation, operation, or commissioning;
exterior drainage or grading;
construction materials that were enclosed while wet;
a maintenance issue;
sustained indoor humidity;
an unreported or unnoticed water event;
several factors acting together.

A thorough environmental investigation can document what is happening and develop evidence about the likely source. It cannot decide a contractual or legal dispute. Building codes, warranties, contracts, disclosure requirements, insurance policies, statutes, and the specific history of the property all may affect responsibility.

Separating those roles matters. An inspector should be able to describe the evidence without needing to decide which party's legal position ultimately prevails.

What a Useful Mold Investigation Looks Like

When the stakes are high, the investigation should be designed to answer questions about the building.

A comprehensive inspection commonly includes:

Building and moisture history

When did symptoms, odors, staining, leaks, condensation, or other concerns begin? Has the property experienced roof leaks, plumbing failures, flooding, HVAC changes, remodeling, or prior remediation?

Visual investigation

An experienced inspector looks for both obvious mold growth and the conditions that allow it to develop: water staining, damaged finishes, condensation, deteriorated materials, unusual humidity, and construction details associated with leakage.

Moisture measurements and building-science observations

Moisture meters, infrared imaging, humidity measurements, and physical observations can help narrow the search and identify areas that deserve closer evaluation. Infrared images do not "see mold," but temperature patterns can help locate conditions that warrant moisture testing.

Targeted sampling

Air, surface, dust, cavity, or other samples may be appropriate depending on the question being investigated. The reason for each sample should be clear before it is collected.

Laboratory findings interpreted in context

A laboratory report is one part of the evidence. The type and concentration of organisms, the relationship between indoor and outdoor samples, the sample location, and the physical condition of the building all matter.

Documentation

Photographs, diagrams, moisture readings, sample locations, observations, and a clear report create a record that homeowners and other professionals can use.

What Homeowners Can Do When the Answers Conflict

Conflicting opinions are unsettling, especially when health and a major financial asset are involved. A few practical steps can make the next investigation more useful.

Document the history. Keep photographs, dates, repair records, builder correspondence, warranty requests, plumbing or roofing invoices, prior inspection reports, and details of water events.
Focus on the moisture source. Mold growth is evidence that sufficient moisture was available. Finding and correcting that source is essential.
Ask what each sample is intended to answer. More samples do not automatically produce a better investigation, but well-planned sampling at multiple relevant locations can provide valuable data points and help build a more complete picture of conditions in the home. The goal is to collect enough meaningful information to support the investigation.
Keep environmental and medical questions connected but separate. A qualified healthcare professional should evaluate symptoms. An environmental inspector should document building conditions and exposures.
Be cautious with a single "safe" or "unsafe" number. No federal health-based airborne mold threshold exists for homes.
Correct the cause as well as the contamination. Removing mold without correcting the water or humidity problem creates an obvious risk of recurrence.
Seek an independent assessment when necessary. This can be especially important when a builder, seller, insurer, remediator, or other party has a financial interest in the outcome.

A Better Way to Think About the Mold Dilemma

We may eventually know much more about how different indoor fungal exposures affect different people. Better exposure science, medical research, building diagnostics, and long-term studies will continue to refine the picture.

Homeowners do not need to wait for every question to be settled before dealing with a wet or mold-affected building.

We already know that persistent dampness deserves attention. We know that indoor mold growth indicates a moisture problem. We know that damp and moldy environments are associated with important respiratory and allergic health effects. We also know that a single spore count cannot diagnose an illness, reconstruct a building failure, and assign responsibility at the same time.

A good investigation replaces assumptions with evidence. It asks where the moisture came from, what it affected, whether the condition is ongoing, what the laboratory data actually show, and what must change to keep the building dry.

That is usually a much more productive place to begin.
